There is less paperwork than you think. Do things in the right order and it goes fast.
A pizzeria in Sweden needs: a registered company with F-tax (F-skatt), a food business registration with the municipality, an approved cash register and a staff register (personalliggare) if you have employees. If you want to serve beer and wine you also need an alcohol serving permit (serveringstillstånd) from the municipality.
Do this, in this order
Follow the list from top to bottom. Then you avoid redoing things.
- 1. Register a company with Bolagsverket (Swedish Companies Registration Office). Limited company or sole trader.
- 2. Apply for F-tax and VAT registration with Skatteverket (Swedish Tax Agency). Free.
- 3. Do not sign a lease before you know the premises may be used as a restaurant.
- 4. Register your food business with the municipality, at least two weeks before you start.
- 5. Get a cash register approved by Skatteverket.
- 6. Do you have employees? Then a staff register (personalliggare) is required. Everyone who works is signed in every day.
- 7. Want to serve beer and wine? Apply for an alcohol serving permit from the municipality. It takes the longest.
Limited company or sole trader?
Most people starting a pizzeria choose a limited company (aktiebolag). Then you only risk the money you put in, not your house and car. A sole trader business (enskild firma) is simpler and cheaper to start, but you are personally liable for all debts.
- Limited company: requires SEK 25,000 in share capital, protects you privately
- Sole trader: free to start, but you carry all the risk yourself

The municipality's inspections – how they work
The municipality will visit after you open, sometimes unannounced. They check the same things every time. Keep them in order and the visits are calm.
- Temperatures in fridge and freezer – write them down every day
- Clean and tidy – a cleaning schedule on the wall
- Labelled ingredients with dates
- Self-checks (egenkontroll) – a binder or app that shows you have routines

Do I need a permit to sell pizza?
You do not need a special licence for pizza. But the business must be registered with the municipality as a food business before you open. It is a registration, not an application – you do not have to wait for a yes.
What does an alcohol serving permit for beer and wine cost?
The municipality charges a fee, often SEK 5,000 to 15,000 depending on the municipality. Also expect 2 to 4 months of waiting and a knowledge test. Many pizzerias manage without it – selling low-alcohol beer (folköl) only requires a registration.
Do I need food hygiene training?
No law requires a specific certificate, but you must know the hygiene rules. An online hygiene course costs a few hundred kronor and is worth it. The municipality often asks how you trained your staff.
